1 binding indicator for government work: by 2022, it is necessary to basically build party and government agencies at all levels into smoke-free agencies.
2 expected indicators: one is that by 2022 and 2030, the smoking rate of people over 15 years old will be lower than 24.5% and 20% respectively; the proportion of the population protected by comprehensive smoke-free regulations will reach 30% and above and 80% and above respectively.
3 advocacy indicators: First, it is recommended that individuals quit smoking as early as possible, and it is never too late; create smoke-free families to protect family members from the harm of secondhand smoke; second, leading cadres, medical staff and teachers play a leading role in tobacco control; third, encourage enterprises and units to introduce comprehensive indoor smoke-free policies, create a smoke-free working environment for employees, and provide necessary help for smoking employees to quit smoking.
On April 8, 2022, the State Administration for Market Regulation (SAMR) issued the mandatory national standard GB 41700-2022 "Electronic Cigarettes", which will be implemented from October 1, 2022. The standard clearly stipulates that the characteristic flavor of the product should not present flavors other than tobacco, and clearly requires that "the atomizer should contain nicotine", that is, electronic cigarette products without nicotine shall not be sold on the market. After the standard is officially implemented, electronic cigarette products sold on the market must comply with national standards.
From October 1, 2022, the "Mandatory National Standard for Electronic Cigarettes" will be implemented. The standard stipulates that the nicotine concentration in electronic cigarette atomizers should not be higher than 20mg/g, and the total amount of nicotine should not be higher than 200mg. Limit requirements are imposed on impurities and pollutants in atomizers, such as heavy metals and arsenic. The additives allowed in atomizers and the maximum usage are clarified. It is also required that electronic cigarette devices should have child-proof start-up functions and protection functions to prevent accidental start-up. At that time, all fruit-flavored e-cigarettes will be removed from the shelves, and the national unified e-cigarette transaction management platform will only provide national standard tobacco-flavored e-cigarettes and smoking devices with child locks.
